COST CONTROL LEAD Responsibilities include cost control, budgeting, cost trending/forecasting, and progress verification. Job Description - Oversee integrated cost control for the entire project, collecting data from all internal and external sources Confirm Cost Breakdown Structure (CBS) from the estimates is consistent with the Project objectives Review project Cost Estimates and assist in the preparation of cost estimates for owners cost Assure budgets are cast according to the way the project will be executed and expenditures will be made Assist in Invitation to Bid (ITB) Package development Perform analysis of costs and prepare cost forecasts Prepare the monthly Cost report Analyze the contractors’ Cost reports and forecasts, verify their claimed progress, and report any inconsistencies, errors, or omissions Coordinate monthly meetings with budget owners to review status of the budget Interface with Accounting, Plant Operations, Project Management, and others as needed Analyze estimates and actuals in relation to Benchmark metrics and perform reasonableness tests Coordinate processing of Cost Trends and Change Orders and advise Project Controls Manager on Cost Tracking, Trends, and deviations Assist with the cost estimating for changes and variances Assist with the cost estimating for identified risks Set up and maintain the cost tool/system to be used for the project Review actual costs as incurred and make corrections or reclassifications within the accounting system as required Review contractors’ invoices for accuracy and contractual compliance Assist with other Project Controls issues as required Assure that Cost Control deliverables meet all CPDEP expectations for each phase of the project Provide guidance, oversight, and supervision to Cost Controls staff assigned to specific work scope task forces managing engineering and construction activities Qualifications Required- Bachelor degree in engineering, construction, or business 20+ years major downstream onshore project experience in a related capacity Experience in staff management and supervision Proficient with cost management systems equivalent of PRISM, EcoSys Experience with SAP Ability to independently manage cost system and interface with scheduling system Ability to work with peers, contractors, and a wide variety of skilled professionals Good organizational skills Excellent oral and written communication skills Self-starter with a strong commitment to safety Ability to manage multiple assignments simultaneously Positive attitude and high ethical standards Preferred Qualifications Experience of PRISM Experience in working and facilitating the change management process for a major project Experience in engineering, procurement, and construction Good understanding of earned value progressing and the basis for rules of credit Knowledge of quantity trending Advance user of Excel Work Location Project office in the Woodlands area, may need to travel to contractors’ offices in Houston, and within USA. Position is expected to transition to construction site in Texas when construction starts.
